The tour is being promoted that way, and the official videos, commercials and advertising are explicitly showing 2015 I&E staging -- rather than presenting more generic looking footage. It's probably more likely that for venues that hosted U2 in 2015, they have the seating charts ready to go from the last time, while for venues hosting this tour for the first time, they didn't have anything ready immediately.
