According to Edge they know they're playing the album in full, they just don't know what the running order of the show is gonna be. I've seen a few examples of bands playing albums in full:
-Muse playing Origin of Symmetry in full at Reading & Leeds 2011. Started the show by playing the album then did a 10-song greatest hits encore.
-Green Day & Springsteen playing Dookie & Darkness On the Edge of Town respectively. Started off by playing some big hits (in Springsteen's case he took some requests from the audience), then did the whole album, then finished off with more hits.
-Metallica playing the Black Album. Started off with hits, then ended the show by playing the whole album but in reverse order, so they finished with Enter Sandman, their biggest hit.
Edge said they might not start the show or the sequence of the album with Where the Streets Have No Name, because they want to build towards that point. Considering this I could see them doing a Metallica and playing the album in reverse - starting it with Mothers and ending with Streets.
